MTSIN
MTS is what Sony, Panasonic and Canon camcorders write when recording AVCHD, typically H.264 at 1080i or 1080p with multichannel audio. The files live inside a folder structure on the memory card rather than standing on their own. Convert them once they are copied off, since plenty of editing software and nearly every phone will not open MTS directly.
VOBOUT
VOB files hold the actual video on a DVD, sitting in the VIDEO_TS folder beside the disc's menu and index data. Each one carries MPEG-2 video, audio as AC3 or LPCM, subtitle streams and chapter markers, and a long title gets split across several files. Converting turns that set into a single file you can watch without a disc drive.
