Both formats, briefly
PFAIN
PFA is a PostScript Type 1 font written out as readable ASCII. The outlines are cubic curves stored as PostScript code you can open in a text editor, which is part of why the format lingered in places where fonts get inspected or patched by hand. You will run into PFA in TeX and LaTeX installations, older print pipelines and PostScript imagesetter setups. Since design software has dropped Type 1 support, converting PFA to OTF is the usual way to keep an old typeface in service.
PFBOUT
PFB holds the same PostScript Type 1 data as PFA, written as binary instead of ASCII, so the file is smaller and faster for a driver to parse. It was the Windows side of the Type 1 world and still turns up across prepress archives, older DTP documents and printer font folders. Applications have retired Type 1 support almost everywhere, which leaves conversion as the route to a file that will still install. Turn a PFB into OTF or TTF when a font you depend on has stopped loading.
