Both formats, briefly
XBMIN
An XBM file is an image written as C source code: an array of bytes with the width and height defined above it. That was the point in the X Window System, where a cursor or icon could be compiled straight into a program. It is monochrome and uncompressed, so it only makes sense for small, simple graphics. You still find XBM in Unix desktop source trees and in embedded projects that need a bitmap baked into the binary.
DDSOUT
DDS keeps textures in the form a graphics card wants to receive them. Block compressed data such as DXT and BC stays compressed in video memory, and mipmaps, cube maps and volume textures can all sit in the same file, so an engine loads it and draws with it directly. If you are modding a game, preparing assets for DirectX, or looking at art unpacked from a title, DDS is what you are handling.
