TIFFIN
TIFF is for images that are being kept rather than shipped. One file can hold high bit depth data, several color spaces, layers, alpha and multiple pages, stored compressed or completely uncompressed, along with detailed metadata. Print production, scanning services, archives and medical imaging standardized on it for those reasons. Expect large files, and convert to JPG or PNG when the picture actually has to travel.
DDSOUT
DDS keeps textures in the form a graphics card wants to receive them. Block compressed data such as DXT and BC stays compressed in video memory, and mipmaps, cube maps and volume textures can all sit in the same file, so an engine loads it and draws with it directly. If you are modding a game, preparing assets for DirectX, or looking at art unpacked from a title, DDS is what you are handling.
