HTML is the markup that browsers read. Save a document as HTML and anyone can open it in a browser on any device, with no office software involved. Going the other direction, converting an HTML file into a document format gives you a copy of a web page you can edit, annotate or print offline.

Pick PDF when a page has to look the same for everyone who opens it. Adobe built the format as a finished container: fonts, images and spacing are locked in place, so a contract or a report prints identically from any machine. It is the usual choice for anything you send out rather than keep editing.
